MOSES Demonstration and Testing Activities
The demonstration activities are an essential part of the MOSES project. In this context the concepts and scenarios developed in SP2 will be implemented and tested for their practicability, albeit with a restricted set of business participants. When designing these demonstrators the overall idea has been that each of them will focus their efforts on specific subsets of the concepts developed in SP2. This does not mean that certain aspects will not be tested in more than one business case. The results of all four demonstrators will however, in total, cover all the main aspects related to MoS solutions.
The demonstration scenarios will cover four thematic approaches:
The first two of these demonstrators will take place in the Mediterranean and the other two in the Atlantic/Baltic. However, eventhough the geographical area dimension of the MoS is one important variable to be considered there are others equally important. Examples of these variables include: a) the employment of different vessel types for the carriage of goods, b) the different services provided and service-providers acting along the door-to-door logistics chain, c) the different cargo requirements. Motorways of the sea will be characterised by the combination of these and other relevant variables. The project will take into account the existing diversities among the above mentioned characteristics and how these could be modified in providing a consistent set of conditions and criteria for a European MoS network.
MOSES has challenging and demanding Business Cases which in general requires support and participation from more partners than the project contractors. To enable this, a key issue will be to develop strong public/private supply chain partnerships to strengthen the business cases, and the demonstration activities in particular. The partners which do not receive funding from the EC, but they are still committed to participate in the Business Cases are defined as the Supporting Partners. So far ten Supporting Partners has been recruited, and to attract more and their additional resources, will be a key issue during the first year of the project. The total input of resources for the Business Cases and corresponding action plans will be presented in detail at the end of the first reporting period.
Though the demonstrators are specific in their focus, we have chosen to use a common framework for all four Business Cases by utilising the four facilitating Work Packages as shown in the figure below.
Work Packages and resource allocation in SP3
Since each of these Cases has a specific focus of emphasis, they are different both regarding resource allocation, complexity, and expected output. Business Case 2 “The Deep Sea, Feedering, and Hinterland Regional Business Case” is the most complex demonstrator; it involves most partners, and therefore requires more resources that the other Cases. But it is important to remember that the MOSES project needs all these four Cases to cover the main aspects of MoS testing and demonstrations. In all these four cases the Supporting Partners will participate, in addition to the MOSES partners. In cases 2, 3, and 4 the main ones have already been identified and notified.
